Sim city build it residential buildings

I downloaded sim city build it a few days ago. I've got to the point where you need a police station. I can't afford a big one and the smaller one doesn't cover all my properties. Some of these properties had only just started being built so I thought for the time being I would bulldoze these and then re build when I can afford another or a bigger police station but when I deleted them I didn't get a replacement residential building tile unlike if I deleted something else e.g. Industrial buildings. Have I lost these residential building tiles forever?

    Yes, you did. Apart from residential buldings, also all special building, such as casinos, monumenta, etc are also forever lost when demolished.

    After building some more residential buildings more tiles have appeared even though I haven't levelled up. Is there anywhere that says how many residential building tiles you should have for each level?

    Level up happens when you collect requred amount of points (look at magneta star in upper left corner), which you get when you upgrade or build houses (there are other ways to get them, also), but there is no connection between number of houses and levels.
