I have the same problem! It's super hard to get coins in this game. My happiness is 100% right now but I only get 5000 coins in tax. It's not much to fund my city ;(
If you click on the level number, you can see what the next level will unlock. For you, level 16 will open the Hospital requirement, so you may want to stay at level 15 for a while.
Regarding money, I would work on hammers and nails in those 2 stores, and build chairs. They generally sell for the max (300 coins) and move quickly. Tyou can also put seeds on the market in groups of 5-10 at max price. They are also good movers. Get your roads upgraded so the sitizens move back in and get you more tax revenue; try to upgrade the road that will make the most population happy first.
Lastly, keep an eye out for the NPC offers. Often, the NPC will offer much more for your items than you can sell them for at the max price in the marketplace. I try to keep at least $2000 avaialble in coins at all times so if an NPC offer comes in, I can shop the marketplace. For instance, if an NPC offers to buy a camera for $900, and I don't have any, I will go to the market and keep trying until I can get one for about $500. Then go back to my city cnad sell it to the NPC and make an easy $400. However, if the NPC offer is low, just click "No thanks", and a new offer will come in soon. Be smart with the NPCs and you can make some good money off them.
Right now, the game rewards persistence (working the frustrating global market until you manage to get the parts you need) and being online a lot. NPC offers max out at 3 in the city; you have to reject the bad ones and work on the good ones and fulfill them to get more offers. When I spend an hour or two on the game I can rack up thousands of coins selling to the NPC's, especailly at the higher levels. Even at level 15, though, I managed to save up enough to move to level 16, buy the big hospital, and unlock Dr. Vu (about $125,000 coins).
