Simcity BuildIt - Can't unlock "Paint" product

Hi

I have problem playing SimcityBuiltit. I reached 16 lv, then 17th but... On house store building where there is a possibility to build "Paint" I can't unlock it . Probably I didn't visit this building when I was on 16th level, and now when I am on 17th this "Paint" product is locked and can't be unlocked.

Please test it and check.
