I have mentioned not to worry about this too much since it's impossible to save the necessary money for when you unlock police and health. I had 60% approval rating for a while because I was saving money to put the big police and big hospital. it's not a big deal because the only thing that happens is that you'll earn less taxes but you only get taxes once a day.
It would nm be nice to have the information but I can't find it out anymore because I'm level 32 now and I don't know at which level I've unlocked stuff. if you know it I can add it in the guide.

If you press and hold on a building in the menu from where you place the buildings it provides a level requirement. This is when they are unlocked.

You can get remotes by buying them from the market or by opening Sims bubble thoughts.
About the guide, I won't update it but you're partly right. I say partly because even with only Epic 3 specs, it's nearly impossible to get the Golden token. I manage to get the Silver one (Llama) but I needed additional 180 for the Golden. So it's pretty much not doable.
I get a gold epic project every single day, it takes me 2-3 hours. I'm level 53 with 350 storage though, life isn't meant to be so easy at lower level.
For new players I would recommend getting a bronze epic project every day, and silver for mid-level players. It will help a lot.
From trading/selling with neighbouring Mayors , popping the conversation bubbles in your city and opening the present box in other cities . They do sell on the global market just not frequent. Hope that helps as you can not produce these.
