The game automatically runs an optimization check list and depending on things like screen resolution, memory, processing power, etc will give it an optimization score. The game then optimizes itself depending on the score which is what causes the icons to be different sizes along with other things like zoom and overall detail of the game. Even if you are using 2 identical devices they could still receive different scores and therefore look slightly different because 1 device might have a lot of apps running the background, a fuller storage, or other things that may be affecting the device’s performance.
It is possible that your device had a lot of apps running in the background or something else that caused it to receive a different score. Luckily yesterday this player here also had an issue with their icons being messed up and they were able to fix it by restarting their phone. Hopefully the same will work for you too.

I have got the same problem and it is really annoiyng to play the Gameboy like that... restarting the phone only helps a bit but when the app then closes its all completely zoomed in again. Even Icons are layed over euch other so some arent accessable...
I finally figured out how to fix it. It was really confusing, but here is a simple way to fix it:
1. Download "Resolution Changer" on your android phone from Google Play Store.
2. Go to How to install ADB on Windows, macOS, and Linux (xda-developers.com) website.
3. Scroll down to the section titled "How to Set up ADB".
4. Then scroll down and Follow instructions for "Phone Setup" (doing these instructions will enable developer options and usb debugging on your phone).
5. Then follow instructions for "Set up adb on Microsoft Windows" or whatever system you use. You will have to download their Android SDK Platform Tools ZIP file.
6. When they tell you to input the command: adb devices, you must do it like this: ./adb devices
7. Keep phone connected to computer via usb cable.
8. Open "Resolution Changer" app on your phone.
9. in the Windows Power Shell/Command Prompt Window on your computer, you must type the command like this and then press enter: ./adb shell
10. then immediately type exactly like this and press enter: pm grant com.draco.resolutionchanger android.permission.WRITE_SECURE_SETTINGS
11. In the Resolution Changer app tap on "presets😛ick scale"
12. Tap on x1.3 or x1.2 or something like that and then press "Confirm" and then immediately close the Resolution Changer App without pressing anything else.
13. Open Simcity buildit and play as desired.
14. to reset to normal resolution, open resolution changer app and tap "reset", then wait a few seconds, then tap "apply" and "confirm", then close app.

I had the same problem but fixed it by going into the game system icon (on the lower right side of the game) and changing the display from 1600 x 900 to 1920 x 1080. I think the update changed the display on me with out me knowing but once I changed it back it worked fine.
