My friend wants to know how to restart the game . He's deleted it and re downloaded it.. He's logged out of facebook in the game settings.. How can someone start over??? Please help David Pomi...

Since you mention that he reinstall the game(meaning the app was already deleted then installed again), he can go ahead and open the game. It will start from the tutorial session which means that he is starting from level 1 again.

- he can click settings icon and there will be an option to "Log in to facebook" if he is not connected to it yet.

-do you mean he wanted to restart the game and still be connected with friends? Like what I've mentioned before, if he already used his facebook account on his old city, if he connects it with the same FB account, the city that will load is the one saved on EA's database - his current city. I believe there's no way to wipe out your progress online. But I may be wrong. 🙂

In order to start a new city and to connect it to Facebook, you need to start a new Facebook account! Add your friends to the new Facebook account and connect your new city.
If that is not an option you want to take, then you will have to keep the city that you have connected to your current Facebook and just bulldoze everything and start over...but you will still be at the level of that city.
I found it easier to open a new Facebook account for just the app and go from there with a new city and reads my friends to my new account.
