Hello,
The best thing I found that might help solve this issue is from this post here from someone who had a similar issue. The recommendation was to close all other apps before installing SimCity Buildit and make sure you have lots of open storage space which will hopefully fix it.
If this doesn’t work hopefully someone more knowledgeable on this type of issue can assist you further.

Hello,
If the troubleshooting steps didn’t work then I would recommend contacting the support team and hopefully they can fix it. In your message you said you can’t access the settings so then you will have to send a ticket by going to this link here which will take you to the support site. Here you can explain your issue in detail. Unfortunately since you can’t access your settings this means you will have to manually tell them some important information to help them solve the issue. They usually ask for
Game Version (1.39.2)
Device (Moto Razr 5G)
Player ID
Platform (IOS, Android, etc)
Language
OS Version (what version of IOS or Android you have)
The player ID might be a bit tricky to find because it is found in the settings which you said you don’t have access to. If you absolutely can’t access settings then maybe you still find your player ID going to your device’s settings, then onto the SimCity Buildit application and it might show your player ID. (See the attached file) The file is on IOS but I am hoping android has something similar. Otherwise hopefully then can fix your issue without a player ID.
