SimCity: Yellow hat upgrade icons disappear for no reason

Hello, Ever since the game update, yellow hat icons DISAPPEAR FOR NO REASON - not because the building is done upgrading but because of what seems like a bug in the game. It has happened 4 times now....

I opened a thread on the same problem. Just close and reopen the game, you will get your hat back after a few tries. Frustrating indeed.
