So this issue was actually able to be solved by you changing a setting on your iPad? Terrific!
Ok, looks like I was able to get back online!
1. switch off private relay (in iCloud settings)
2. Try a different Wi-Fi network if possible
3. Go all the way through the tutorial and then load your city again
4. I got nervous because additional updates needed to be downloaded when I connected my old city but this time, it went through.
5. of note - the game itself is still pretty sluggish/slow
And in case anyone from EA reads this - I have been playing for years and spent more money than I care to admit. I also play (and finish) every single season and pay for the premium pass and other add ins that cost real money. However, because of all this nonsense, I missed a week and a half of play and therefore I won’t be playing playing the season pass. Yeah I realize it’s not a lot of money to EA but it should be pointed out that this lapse is support has directly impacted a loyal customer who had previously spent money on this game.

I am really very sorry that you did not receive good step-by-step instructions you needed for a fix, from the support team, and in a timely manner. I'm not connected with them, but I do know that they deal with a super high volume of complaints and requests. That being said; I do hope you are better served in the future.
