Smoggy city
The smoggy city does not work or i dont know what i am doing wrong. I have many residental zones and many oil and coal plants.....but he keep saying that i have not enough When i buy one more plant...

Do you know if it will help if I remove my other energy sources, so I only have coal and oil left in my main city?

I agree with Roco...this is a challenge that needed to be done very early in the development of your city. A simple cost / benefit analysis indicates you will never recover the investment and quite honestly will set you back several weeks if not months. Good luck in whatever you decide to do.
