Not definitive but I just spent 40+ minutes on my phone city, which has only one building upgradable. It needs one textile to upgrade. The GTHQ did not show one textile in the 70 plus visits. Try for yourself.
- ApprovedI have a couple of posts in this thread detailing how I've gotten what I've needed almost immediately. Occasionally not being able to find something is not evidence that it's being intentionally hidden.
