I'm in a similar position - a couple of months ago I lost my internet connection for over a day, only to discover I couldn't overwrite that save with its copy on my device I continued with offline.
Unfortunately, however, there is NO way to even delete a save stored on your connected, social accounts...
Every other game allows you to overwrite a save, and people have been complaining for years but, being EA, they call it a "security feature" they have no desire to replace or improve.
My problem happened after the last update. I tried reinstalling, went through the tutorial, then when I tried to connect through Facebook, I got the same message asking to connect to a different city.
