Starting over isn't a bad thing no, you avoid making the small mistakes again.. Planen better and get a happy city in return.
I took it a little slower the 2nd time, and stayed at lvl 9 for a couple of days.. Grinding seeds to have enough for the 1st service at lvl 10, and the result is im now lvl 11 whit a population of 21k and 98 % happy.

I like to rush things and learned the hard way to not do that. I've managed to correct it by stopping upgrading buildings and moving the houses/apartments near the fire stations and moving the parks away a bit. (Only way to get all the houses covered by the fire stations.) I figure in a few days I will catch everything up and be good to go. My Sims aren't the happiest right now but nothing is burning down. I did add factories to get them producing goods which seemed to help and power plants. No one is no longer in the dark at least.
