I am having the exact same problem on my Samsung Galaxy Tab S2 9.7 as of today.
The icons are FAR too small and the shadows are blocky.

For those who have the same problem, I have a temp solution for you.
Download Parallel Place software(Android only) and clone facebook and Simcity BuildIt to it.
I have no idea why it work, but it really do.
