I think they fixed it today, im on lvl 17 and this morning when i opened gthq its not sugar and spice galore anymore, just regular old metal and wood and some other stuff, i dont know if this is permenant or temporary thing, but we'll see
I'm on level 51 and have the same problem.
EA have handicapped Global Trade HQ to make players buy Simcash out of frustration.
They should rename the game to Simcity Sugar & Spice, or maybe Simcity Burgers and Fries.
