It is suggested a change that improves the quality of physical personalization of the cities, consisting only in the addition of an option that allows the mayor to prevent (stop permanently) the upgrade of some buildings.
This option would benefit in situations where the mayor wants to keep the building in its current state permanently, this one not being in the last "tier" of development. For example, a mayor that wants to have a neighborhood made up of houses or small buildings.
In fact, there is already the option to transfer the request for upgrade to other buildings, this taking 30 minutes to let the mayor upgrade the new bulding, but eventually and unfortunately the upgrade request will return to the building that the mayor does not want to improve.
Moreover, in cases where there are more than one building that the mayor does not want to improve (as the example above), it is highly possible that by choosing to transfer the upgrade request from one building to another, this request land on another building where he does not want to upgrade too.
I believe that won't matter to the players what will be used to charge for this option inside the game. It could be Simoleons, SimCash, Gold or Platinum (okay, this one may matter) Keys or even NeoSimoleons (less likely, HAHA).
The truth is that there is a lot of players who wish to have this option. This will make the cities not only more beautiful, but also more diverse, personalized and realistic!

We have a department of Culture which is entirely landmarks. What about museums? Zoos?
I got a Maxis Manor, went to store my hospital and found I could not store fire stations, police stations, or hospitals. Being able to store those buildings would be nice.
Being able to relocate roads would be fantastic.
And I would love the option to stop upgrades on my buildings. Not all my sims want to live in sky scrapers. Some of the smaller buildings are beautiful, and I'd like to keep them around (especially those level 2 Tokyo houses...)
