Surrounded by smart sims?

Do you have any parks within the vicinity of the unhappy buildings? I've found that normally works. An educational building that costs keys should boost happiness but unfortunately that's not the case sometimes.

Also make sure you don't have the buildings within the dirty zone of any factories, sewage plants etc although the affected buildings would usually say that that was the reason for their unhappiness in my experience.
