Sync between Android phone and Android tablet

I've been playing SC for a long time on my Android phone (Droid Razr Maxx). Today I got a new Verizon Ellipsis (Android tablet). When I login to Google Play on the new tablet, expecting to see an option to use/build my other city from the phone, I don't get it. It just shows me my Achievements...but no option to access the city on my phone. I've tried going through the tutuorial first as others have done - it doesn't make a difference. How can I get my new tablet to see the city from my phone.

Ironically, when I login to Google Play from my phone, it DOES give me the option to continue building my locally stored city, or, to switch to the new tutorial city I just created on my tablet - this is the way I expected it to work on my tablet too.

What is the process for getting SC on a new tablet in sync with SC on an existing phone?? THANKS.
