Sync Between iPad and iphone?

So you deleted the app from the iphone and opted not to keep it in game center and the ipad one is asking you if you want to load the linked one? (Just making sure I understand @captn9 .)

I'd try the in-app support then and see if they can unlink your one from the iphone from game center and if not, contact Apple and see if they can do it. There has to be a way, I would think. The only problem with having a game not linked to game center is if the app crashes or if your ipad starts to act funny and you wipe it, the game and your progress will be gone. 

Yes sorry if i was unclear. here is what i did

1. downloaded app on my iphone

2. looked to sync my iphone and ipad, but clicked link to gamecenter on my phone unknowing of the proper process.3

3. deleted the app on my phone.

4. redownloaded the app and did the tutorial different with wind power instead of coal.

5. clicked link to gamecenter and verified gamecenter version was the first tutorial i did on my phone.

6. deleted the app again and all the gamecenter data from my phone.

7. got on my iPad and went to link to gamecenter and it asked if I wanted to download gamecenter version and lose the current version,

Losing my ipad game is what I dont want to do.  I dont know if i can recover from this mistake to ever play on both devices with my game of choice, but that is my goal.  I i cannot and I lose my ipad game I will probably not wish to restart the game.  Also, i'm assuming that my backed up version of the game is the tutorial game if I ever need to restore my ipad for any reason.

So I'm in the same boat here with no resolution so far.  Here is the order of what I've experienced.

1. Downloaded on Iphone 6+; played to around level 10.  

2. Logged into gamecenter

3. Downloaded on Ipad Air; played just to end of tutorial then clicked login into gamecenter, but it did not connect with my further progressed iphone game.

4. Deleted app from ipad; including deleting game center data when asked.

5. Played game on Iphone to reload game center progress. All good there.

6. Went back to ipad; downloaded app again, played through tutorial, logged into game center... and it loaded the PREVIOUS ipad progress that is said was deleted... NOT the iphone progress that is further along and supposedly the only progress that should be left after I "deleted it and its game center progress" from the ipad.

I'm so confused.  I would really like to play this game on my ipad, but I cant get it to load my main progress file from my Iphone.  Please help.  

However if I can't get this fixed AND they don't fix the ridiculous trade center HQ situation, I may just bail on it all together.

Just want to add my issue here:

Last night, I played simcity buildit on my iPad. I purchased many buildings, one of the major buildings I purchased was the community college requiring 10 keys (I think) and a deluxe fire station. Then, I played it again this morning to see my progress. I was able to rack up 80k population. My choices in the Global Trade HQ has also changed as I can now buy Vu-themed items. I was surprised by this as I haven't even reached 90K as it is the requirement to build Vu-themed items. (This is to make sure that I am connected to the internet)

This afternoon, I opened my game on my iPhone and now my cities is screwed up. It looks like the save game was reverted as the buildings I bought last night are missing. The population is now down to 42k but the screwed up part is the cities keys amount reflects the amount from last night. I checked warehouses and it also contained Vu-themed items.There is clearly something wrong with my game.

Here's the thing... some of the changes on my iPad is reflected on my iPhone. One best evidence of that is the Vu-themed items. The fact that I got those items showing on my iPhone yet my buildings are not there and my population is down to 42k, then there must be something really went wrong.

P.S. The game version in my iPad is older (Dec 10 build) than the one in my iPhone (Jan 13 build) as my iPhone automatically updates my app.

here is the answer for questions of many of you guys regarding syncing the new device with a proper city.
