For me it just looks like that the other team is simple stronger than yours. When they have higher rankings then they should have higher level disasters than your team. What kind of cheating do you think there are using? Do you have count the boost activations for every single player?
It's difficult to count the number of activations of their top scorer as another city on their team has the same name but another player is at 19 activations so far.

I have often heard from our team members that the opponent used a cheat. In all cases there was, after deeper investigation, another good explanation than cheats. I do not believe in such cheats as you reported above. Such important values as the activation of disasters and boosts or the energy are processed on the server side and in my opinion can not be hacked so easily.
