Add a park and some service coverage from some of the extra services like education or entertainment etc.. This will increase land value and tax revenue

Also note, regarding towers locked at certain levels. You can demolish towers, increase land value with services then rebuild for more modern towers as well. This also increases tax revenue

ncfroc, I've had the same thing happen to buildings with land value as high as possible (extreme coverage from all specializations). Once I finished upgrading the building to a full size tower, they are always shown as the dark orange luxurious buildings, and I always get a super tall glass sky scraper.

If you know you have coverage for all the services and specializations, don't worry about it. The behavior may be a quirk in the game.

Yes eventually you'll want to destroy any buildings that have been upgraded to the maximum but still havent become skyscrapers. There are three grades of residential wealth. Standard, Premium and Luxurious which can be seen in the residential sub menu. If a building is built up to its maximum upgrade in a lower wealth area it will remain locked as a lower grade building until rebuilt. To build the luxurious glass skyscrapers, contruction must occur within an area of high wealth forecast. (Dark orange). Each residential zone can be upgraded six times. So while you can begin construction in an area of low wealth forecast, be sure you have increased the land value and wealth forecast before you do your final upgrade. You can increase it by adding specializations like schools and entertainment. I believe its a minimum of two specializations to get high wealth forecast, but I try to cover everything with 3-4 specializations for higher pop boost. Also use plenty of 2 square parks like the peaceful park, they're a relatively cheap way to boost population and theyre convenient for wasted spaces.

With proper planning you can build luxurious skyscrapers right from the start and never have to worry about them again if you follow two simple rules:

-Make sure you're well covered by several specializations.

-Never build more than 3-4 residential zones at a time. Max them out to skyscrapers before starting the next round of 3-4 residences.

Many people expand way too fast by laying out dozens of residences before getting them upgraded. While this an excellent way to make money early on in the game, it makes it very difficult to catch up on specialization coverage later on, thereby reducing wealth forecast. It also becomes difficult to find items for upgrades later on if you have too many projects on the go. You'll constantly be scrambling for items and having difficulty making room in your city storage. Resist the urge of suburban sprawl.

Keep everything centralized with only a few projects going and plenty of spec coverage. This leads to high wealth/land value and higher population boost. Which in turn leads to higher tax revenue. With increased tax revenue you'll find you can actually expand your city as fast if not faster than players choosing the suburban sprawl model.
