What do I do if I can't find the yellow construction hat to build epic building?

Hello, please I need help in the epic buildings area, I am presently in level 58 in the game, but I can't get any tokens because I don't have epic buildings. Also, I have a lot of specialization zone...

-you need fully upgraded residential zone

-you need specializations other than parks/landscape

This should make you to start epic project.

    @SummitVista3310 I'm very sorry if I'm disturbing still, but my residential zones are fully upgraded(at least there is no yellow construction hat again) and I have other specializations including parks and landscape- or should I remove them

      @starofkingdavid4  You dont have to store parks and landscapes, as long as you have other specializations (education, transportation, beach, entertainment, montain, gambling, landmarks) it should be okay. Make sure the residential zone is in the spesializations area. 

      If you meet all the requirements, I dont know why you cant start the epic project. (epic helmet looks defferent with upgrading helmet, it has wings) Let's see if anyone knows anything.
