What is the MYSTERY button for?

Hi, When upgrading a building, there are two buttons below the Rewards legend box, one to request new plans with a recycle symbol on it, and another button with a no-entry symbol. What does the butt...

I heard it was for canceling further upgrades but I'm not sure as I don't know how to do this. I clicked on the button and had to wait 30 minutes but for what? Then what to do next? If I go and look for other buildings to upgrade, I did this, nothing happens.

Maybe short explanation or a YouTube info from EA would be nice 🙂
