why does game force road upgrades ($100K in 3 days) when my city is NOT growing?

Since the new upgrades in May....I am constantly having to upgrade roads at a very expensive costs (over $ 100,000 in 3 days) while my city has NOT added any new citizens.  This is BS!  As quick as I can earn cash, it goes to upgrading roads.  I have purposely NOT upgraded any housing nor added new housing to hold my population at it's current setting to allow me to accumulate some cash and HQ items.  Even though my city is not growing, my roads keep requiring costly upgrades based upon the roads being too small to handle my population...yet the worked perfectly before the upgrade and it now depletes my cash and makies city improvements impossible.

Also, the new HQ is terrible. I spent 7 days trying to accumulate a single exhaust pipe for city growth.  I am level 41, and have 10 earth mover front ends, 18 wheels, and just needed a single exhaust for next expansion.  They are NEVER available in the HQ and don't seem to ever be given during the game, even though I have received wheels, front ends, and at least 30+ Dr. Vu useless items.  The HQ is full of Dr Vu items, but little else for expansions (storage or map expansions).  It seems to me that the new upgrades are meant to force a user to purchase items as they are no longer available to earn in the "free" game version.  This is total BS and was a great way to ruin a great "free" app.

    Copying from the last time I responded to a roads update question and/or rant:

    It's a bit of a pain to deal with right now for people with larger cities, but once it's over, you'll be able to save again.

    As I understand it, the road model was upgraded to be more realistic (previously, roads with only shops or services on them never needed to be upgraded because they had no actual population, even though there should still have been traffic, etc). Then they added more "premium" roads so that your top choice of road wouldn't be a boring 6-lane blacktop.

    So you sort of get hit from both sides. 1) You now need to upgrade those roads that you built for shops and services to more accurately reflect how much those roads would get used in a city, and 2) You were already at maximum density with the 6-lane roads, but now you're at maximum density and a couple of road upgrades behind.

    Since requiring all of those roads to be upgraded as soon as the update came out would be really obnoxious, EA staggered the road upgrade requests to about one per day, and they'll continue until all of your roads are up to speed. It won't ask you to update the roads that don't yet need it, only the ones that are already behind.  The good news is that you don't NEED to upgrade them right away.  You can slow the process a little by leaving one red for as long as possible.  Eventually a second one will pop up, but I think it takes longer than it would if you had immediately upgraded the first one.

    As for the HQ issue, I agree that it sucks how many Vu items are on the market.  I think it's because the upgrade has made them so much less useful.  When every building repair resulted in a key, it was worthwhile.  But now a Level 1 Earthquake destroys 3 buildings, and the most you can get for it is ONE key.  If you want slightly better percentages, you need to upgrade Vu Tower several times, at significant cost.  So most people are just throwing up their hands and selling their Vu items in disgust. That's why they're all over HQ.

    One thing though, when I DO find what I want in HQ, my chances have improved a LOT of actually getting that item.  I almost always get what I click on now, whereas before it wasn't nearly as likely.  So at least there's that. 🙂

    Try disconnecting from main highway to the airport, as I've done this and not got the problem. Only level 2 roads with 550k pop 200 houses.
