Its EAs version of a funny joke. haha
Really though, it's just another way to get you to spend more SimCash on the Omega Update so you can make upgrades. The price increases also happen with the standard Omega utilities. Once you purchase an Omega Power Plant for example the price jumps from 10000 to 20000.
