I found this in Configmanager.txt (G:\Origin\Games\SimCity\SimCity\Config)

It seems the problem is that its not detecting my gpu correctly in throw me into default. Ive tried editing but nothing works
if someone figures how how to manually set res thru config file please do post

I had this problem too, but i have a fix.
Pump up your desktop resolution to the highest (1080p)
Then startup Simcity
Go to options, you have all your resolutions
select which one you want,
exit game and reset your desktop resolution to previous res,
Now when you startup and look in options it will say, "undefined" but it will be the res you set it as before.
Every time you want to change you have to do this but atleast it fixes your problem :D

The OP is already in 1920x1080.
I find this disturbing in your Dxdiag log

Native Mode: unknownplease try to reinstall the Monitor driver. Potentially try to exchange the DVI for a VGA if possible.

Heya all,
As couqdk has pointed out, the first action should be making sure that the monitor driver is correctly recognized by the system.
If the issue persists afterwards, you could try forcing a graphic mode supported by your monitor via the command line at your own risk:
