I had this problem too, but i have a fix.
Pump up your desktop resolution to the highest (1080p)
Then startup Simcity
Go to options, you have all your resolutions
select which one you want,
exit game and reset your desktop resolution to previous res,
Now when you startup and look in options it will say, "undefined" but it will be the res you set it as before.
Every time you want to change you have to do this but atleast it fixes your problem :D
The OP is already in 1920x1080.

please try to reinstall the Monitor driver. Potentially try to exchange the DVI for a VGA if possible.

Heya all,
As couqdk has pointed out, the first action should be making sure that the monitor driver is correctly recognized by the system.
If the issue persists afterwards, you could try forcing a graphic mode supported by your monitor via the command line at your own risk:

For those having the same problem I did with only 1024x768 available as the resolution, try this. It worked for me and I just bought the game. I am on Windows 10 64bit. Find your file location, for me I have a separate partition for my games located @ G:\Program Files (x86)\Origin Games\SimCity\SimCity. For you it more than likely will be in your C:\Program Files (x86)\Origin Games\SimCity\SimCity. Find the .exe (game launcher), right click and go to properties, then check the Compatibility Tab, check the Compatibility mode and select Windows 7 in the drop down selection. After that I was able to switch to 1920x1080. I have had to do this for multiple games since upgrading to windows 10.
