My oil depots are not trading to Global Markets. I have tried turning them off and on and turning the oil drills on and off at the same time but nothing has worked to restart trading. I also set up new trade depots with only four trucks and no depots but still nothing can you help please...

Wouldn't suggest turning multiple items on and off because it takes a very very long time to reset them ( re-hiring etc.)
Assuming you haven't had a disaster or nuked the city for a rebuild, try disabling 'accept local deliveries' on all but one of your trade depots (with empty oil bins and set for export), The closer to the oil well the better. Make sure you have maxed out your oil well trucks then hit cheetah. Hopefully the well will figure it out and eventually deliver. The global truck should respawn down the highway shortly after you hit 1000 gal.
If it doesn't work you might also try exiting the game then go back in. I had a situation like that once where everything was messed up but went back to normal the next day.

Now I have a problem with plastic not being delivered to processor factories!

oil well -> depot -> refinery -> depot -> processor factory -> depot -> consumer factory -> depot -> global market.
Thats a lot of depot management. All it takes is a resource shortage or full production bin (or game hiccup) anywhere along the line to set things off. I've had more success lately viewing each truck route from the start and checking/adding/resetting the delivery options (or an extra depot for global pickups) then logging out of the region.
It takes a while, but when I go back the process appears to reset the delivery/pickup schedules and things eventually go back to normal.
