City is not processing. Rollback or abandon. Rollback fails.

Anyone else having this issue? I've spent a few hours now, twice, building two different cities, in two different regions. After a couple of hours, I get an error message - Your city is not process...

This is happening to me too.  4 times now.  im on North America East 1 and have the best city i have made so far and i keep getting the "your city in not processing properly"  then get sent to region view and asked if i want to roll back or abandon.
