City won't buy enough water/power to meet demand from other regions

One of my cities relies heavily on other cities for power and water.  The issue is that the city won't buy the amount it needs.  There is plenty of power available in the region, and I'm buying from ...

I heard you can put the sewage treatment pump next to your water facility and have unlimited water.

Same issue but only with water. Please fix; I don't want to have to put a water tower in my industrial city.

And yes, I've played about 20 IRL mins in each city.
