This is the bug (among others) that caused me to stop playing. If you buy into the region play concept, this kind of thing is gamebreaking. I refuse to put a power plant in my residential/educational city, yet at just under 100k population, we can't get any power. The oil power plant in my oil drilling city is running just fine with an excess of 147MW, but my education city just won't buy the extra power it needs. I've switched between the cities hundreds of times as I'm building them at the same time, but it never changes. I've stopped going to the residential city completely, as without power, it disrupts water production, which is critical for the other cities receiving water from it.
This needs to be fixed ASAP.

Same bug I've had since launch. It can't simply be server lag when it's not a few minutes or even hours of playtime. We're talking DAYS and my numbers never go up. I have a 300kgal excess of water being pumped out of one city...and my city that needs 73kgal will not buy anymore water no matter what I do. If we are forced to build utilities in every city...and everything else for that matter since none of the other region stuff is working either...then what is the point of even having a region??? I was ok with small city size because I liked the challenge of trying to balance all my cities to work together...but it simply isn't possible because they don't recognize each other. Literally makes the game unplayable.

Are you sure these city's are connected as not all city's in the region are connected. I was having the same problem until I realized that my new city in the region was not connected to my old city's by rail or road. This could be your problem. This does need to be fixed with a regional street/rail building tool.

I didn't mean to imply that it couldn't be a bug. I'm not that expert to know what the problem actually is, my first thought was about lag just because everyone was experiencing this issue with different timings and in different ways. Of course It could be a bug but I suppose server slowness is getting it even worse. Let's just hope all those server issues and bugs get fixed soon, because it's really frustrating.
And sorry if I mess up a bit with words but english it's not my first language, I try my best but sometimes it's hard to explain myself.

Same they are most definately connected and will sell small amounts of water to other cities but with a 300kgal excess I have only been able to buy 63kgal. Makes no sense.
