If you moved the corrupted file and still have a copy, I would first try putting it back and going into a different city in the region and loading your broken city from the region view, to see if you can get in.
If that doesn't work, then using the new file, try loading each of the other cities in the region. Enter each of the other cities, make sure that the academies and other unlocked areas register, SAVE and move to the next city in the region until every city has been opened and saved. This is the only way I can think of to give the new file all the information about the regional unlocks.
If neither of these works, I'm out of ideas. Good luck!
No Way...
I've tried with both the old file and with the freshly renewed file.
I think the old file is bugged because if I put it on line the city won't open with "cannot open city at this time...".
Does someone have some other ideas?
At the moment the only chance could be:
- drop the config file,
- Enter the city,
- Transfer all my simoleon in another city,
- abandon the city
but I prefer to mantain the city active...

Correct.
I restored the original file (and could'nt open the city anymore), opened the region and for each city but the one faulty:
- I opened it,
- waited for every message to be registered
- I saved it.
At the end I've tried to reopen the faulty city but... no way. The issue arised again.
I removed the 'delta' file and for each city but the faulty one I did the same procedure.
At the end reopened the faulty city but the progress of the region is still invisible.
I waited for one or two hours but... no way.
The progresses have gone...
I think that only the development staff knows how to reactivate the message broker to redispatch all the progress of each city...
I think that's the only way.
And I begin to think that the part of software involved in the original issue ("cannot open the city at the moment") could be the Message broker breaching the delta file (or whatever) actually.... supposing exists one to push all the messages in a region to the subscribed cities.
Any other idea?

You could try SimCityRepair.exe - Program Files (x86)\Origin Games\SimCity\SimCityRecovery. I think I would remove the file completely and then run SimCityRepair.exe. I'm not certain how sophisticated the program is, if it will draw the info from the other files, but it's worth a shot.
If that doesn't work, the only other option to save the city would be to request a rollback. Since the game is no longer supported, I'm not sure you can get them to do it, but if you can find someone to take pity on you, it might be possible.
You've certainly gotten farther than anyone else on getting rid of the "can't open city at this time" problem. From what I understand, the issue is usually caused by corrupted data most often due to the server response being so slow that not all the data got back to the client in time. It was a huge issue when the game first came out, and there were a lot of automatic rollbacks. I really hope you can get it to work, it's so painful when you've spent a lot of time on a city and then suddenly can't access it. There are a lot of abandoned cities due to this problem.
