Menu options not displaying

So I just downloaded Sim City 2000 deluxe through the EA Games app for PC. The game works but the menu options at the top are simply not there. These are the options that allow you to pause, slow down and speed up the game as well as save. Without these option the game is pointless. Also the zones wont develop. The are connected to water and power but nobody moves in. Any idea on what may be happening?
