I think we're just going to have to agree to disagree here. I stand by my answer, but wish you well in your gameplay. 

I do not have the expansion that includes those Mega Towers, so you will have to bare with me here.

However, it looks like some of your residents are leaving the city because there is no work available to them. Whereas the City Planning Advisor tells you that there are not enough workers. Please consider the possibility that what the Advisor actually means is that there are not enough workers for a specific wealth?

I have a City playing at the moment with 500 available low-income jobs but because I built a Hospital, University and Fire Station with Marshall Garages, the city actually now needs medium-income and high-income workers. These people are Doctors, Surgeons, Professors, Fire Marshalls etc. It's similar to how Nuclear Power Stations require educated workers and high-tech industrial values medium-income workers more than low-income.

Regarding your crime statistics - it appears that you have had 10 crimes committed across your city today. Luckily, because of your quality Police Service, all 10 were arrested. As a result, the statistics show 0 crimes committed because essentially your Police officers stopped them in their tracks. 

Overall, you have 18 criminals in prison, so at some point each of those criminals attempted to commit a crime. Does that all make sense? 

it is the crime bug spread across the city.  these crimes was spawn from unclaimed greatworks or an empty city land and in the city,  then try to resident in sim house" which they called hide out". each of these crimes  had bug problem like no work, no job, too much work, steal shoppers, adds too much works for sim. it does not matter weather your city have all the jobs available for all wealth or have good shopper  and have good traffic system, I had added all commute service systems...  ect…… it is bugs , when these crime try to relocated in your sim's house or mega tower they will take over the household head or a level of mega tower then these crimes spread its disease in the sim house and level of mega tower and across the city,   and then they start to post a complaint that they carried, like too much work , no jobs, or cause commercial lost shopper. I've have been monitor all these action during game play...I know it  and I am sure it is crime bugs....if your city have extra jobs for all wealth then you will see these bugs infected your sim with " we work too much move out"  even if you add park in mega tower it is till cause problem....or put entertainment to relax them. no matter  this version is totally bugs game, because it is not stand alone, you have to install it from Origin even if you have installation CD when you buy it...remember SimCity 4 it is stand alone, you can install SimCity 4 from a CD without connecting to internet, but this version require internet to install. Origin let buyers download their bugs version. I am so disappointed from this version and will not purchase any SimCity in future....so bad...so bad....
