The Origin version of SimCity 4 is downloaded and installed at version 1.1.610 and can not be patched higher.
This page lists the requirements for installation of that patch (scroll to the section EP1 update) and may give you some more info. Of particular interest to you may be the notation for 638 "Note: Digital versions of SC4 do not require this, providing they are fully patched (1.1.641.0). A notable exception is the Origin edition which is both unpatched and unpatchable"
These FAQs have a bunch of useful information as well. I think there are other digital gaming sites that sell SimCity 4 Deluxe version 1.1.641.0 (so you would not need the EP1 update as it's already fully patched).
