Try to create a new Properties.txt file. To do so navigate to the Config folder
On my computer the path is C:\Program Files (x86)\Origin Games\SimCity\SimCityData\Config\ for instance.
Rename the Properties.txt file into Properties_old.txt and cut/paste to the desktop.
Then relaunch the game. It should recreate a new file with the correct settings.
