Lovely.  I've purchased the following content in the hopes of being able to unlock ANY city:

Cities of Tomorrow

British Set Pack

German Set Pack

French Set Pack

Nissan LEAF pack (free...)

Deluxe Digital Upgrade Pack

Amusement Park Pack

Not a single pack has caused me to be able to unlock a single city...  Do I have to drop another $15 just to get a crack at another city.  This is extortion.  It would be really nice to get a more useful error, like "In order to unlock this city, please click here to purchase the following missing DLC."  It's frustrating to say... "Hmm...  Is this a bug or a feature?  Have another $5, EA.  Nope, it's still a bug.  Let's try it again.  Nope, it's still a bug."  My trust factor in EA is extremely low at this point.

Anyone truly interested in seeking assistance from the community of players at Answer HQ should ignore this thread of ranting and raving, and state the problem they have had clearly in a fresh, peronal request for assistance. 

Answer HQ is not EA's complaints department.  To complain, the only contact point that EA offers is the Game Advisers on Help Center.

I understand your concern but I'd like to inform you that in order to claim the cities you would have to first purchase the Simcity cities of tomorrow DLC. It is an Expansion for the game that is to be purchases exclusively.

Once you have purchased the expansions pack you will be able to claim the cities and play the game.

Again.  Trust factor = low.  Even if they were to tell me at this point to purchase more content, I would not believe them.  I'd just like to know someone who was able to claim a city and what DLC they had installed, beyond someone who says "I have all the content, including ones I had to bend ToS to download via a VPN that puts me in Poland" which is clearly beyond the pale of most users and can't be the way the game was intended to be played.  I'm also running on OS X, so it wouldn't shock me if this were a Mac only problem.

I have cities of tomorrow and I cannot claim most cities and I tried dozens of regions on different servers (NA and EU).

(meaning I can claim a minority of them)

In fact I have more reclaimed cities than ones made from scratch. (which means I went through a lot of them to be able to get some)

You can or can not?  Confused by your post.  It sounded like you could not reclaim anything, but then you said you had more reclaimed cities than fresh ones.

Here the objective question about the problem:
How to resolve the issue: "You can not claim this abandoned city, because it has no content used to create it."
So please help us to resolve this problem exhausting.

PS. Just not worth talking about having to buy all DLC content, as well as I have all DLC, many players who complain here also already purchased and were totally fooled by Maxis and EA, including the support department from EA and Maxis where I called several open and unsolved.

Nice... How long has this game been out? I'm sure they've long forgotten about this game aside from DLC purchases, since they don't seem to fix anything anymore...

Dear RedVen0m, was with the objective of bringing attention of EA for their customers that the post has been created, because I even appealed exhaustively for help EA's all available channels that the client can access, phone, email, post, blog, and so on. IN NO PLACE I FOUND SOLUTION OR HELP TRUE!!
The game was launched more than a year, and until today we have no response from EA on the issue cited in the post. This shows how the EA is really concerned with their customers.
We will continue waiting until when ?!

I am trying to get to the link for EA Official Help.  Kinda ironic that when I click on the link for help, the page is broken and I get the below message.  Thank you for this post, but could you at least provide a valid link or some helpful information??  

I too have been having this problem and it's why I purchased the amusement park and Cities of Tomorrow.  Unfortunately, my entire region is locked up by jerks who start a city, draw a road, then abandon it.  It's frustrating, the game is broken, and here we have someone who cannot even provide a valid website to go to instead.
