sim city 4 wont launch

Sim City 4 will not launch on my PC (Win 10). I can launch other games, just not this one. I have tried all of the trouble shooting steps that are listed in emails from tech support. I have tried redownloading (now 3 times) and reinstalling both the game and the EA app, yes I restarted the machine, and no change. My system, including graphics, are up to date.  There is no error message when I try to launch the game, only a launch bar shows up and then disappears and I am back at the EA app home screen. I can launch and play Sim City 2000 and Spore, both older games. I don't know what else to try. I would like to know if it might be the file available for download from EA is corrupt and needs to be looked at? Or can someone suggest something else I can try on my end?

    Try This:

    Reinstall the game using the 'AutoRun.exe ' in C:\Program Files\EA Games\SimCity 4 Deluxe Edition\__Installer\DISK1\

    this will fix game and you can use the shortcut on the desktop
