Sim City 4 Won't Play

This seems pretty unusual, personally I like the old but sometimes good option of uninstalling and reinstalling just to make sure. 

If the problem persists there's always the option to get the CD or contact EA for a refund. 

CD version of SimCity 4 don't work anymore because of the DRM, don't suggest that please.

As for why the game don't launch from Origin: SimCity 4 uses DirectX7 that isn't exactly supported anymore, it is worse if you have nVidia GPU, nVidia stated in 2008 more or less that they had no intention of supporting DX 7 or 8 anymore, so their drivers for example don't even try to give correct information to SimCity 4 when it asks.

I am trying to contact someone on EA to fix this (and other issues), but I am not figuring a way how, there is no e-mail, and the support system doesn't work.
