im having the same issue.. seems the issue has not been resolved

It's been a couple of days for me now. I guess I'll go back to single player mode. Just turn off your internet connection, open up SimCity and you will get the single player option to display.

You'll be as Unknown but then all you have to do is close SimCity, turn on your internet connection and then open SimCity again. It will the show your user name.

You can't use Mutiplayer until they "FIX IT", but it gets you back to playing again until they do.

    @tahoesb Thank you - i knew there was a way to at least start offline singleplayer somehow but all info i had have been misleading. This one worked.

    As of right now, the multiplayer is back up and running. At least for me.
