SimCity (2013) Region Taking Hours to Transfer to Single Player

As the title says. I'm trying to transfer my multiplayer region to the single player mode, and it's just taking too long. It's a 16-city region with only three of them occupied. The rest are claimed, but empty.

Now, when it starts transferring, it does one of the occupied cities in less than a minute, then it proceeds to hang on an empty city for about 25 to 30 minutes, sometimes more, before finally moving to the next city.

Eventually, there was an error about halfway through the transfer, so now I have to start over.

Just terrible experience trying to do this.

I have no mods installed, the game is up to date and it's running in Admin mode.

EDIT: another error at around halfway through the process. It's just not working at all.
