A few months ago I acquired SimCity 4 Deluxe Edition from the Origin platform, I am looking to upgrade to build 638, however from the Origin platform I do not download the update, try to do it manually, I got the installer and it does not work, there is some way to update the version of Origin 610 to 638?

I don't have any experience with SimCity 4, but I did some searching on your issue. From what I can find, the Origin version of SimCity 4 is downloaded and installed at version 1.1.610 and can not be patched higher.
Not sure where you acquired the 638 update, but this page lists the requirements for installation of that patch (edit: scroll to the section EP1 update) and may give you some more info: Of particular interest to you may be the notation for 638 "Note: Digital versions of SC4 do not require this, providing they are fully patched (1.1.641.0). A notable exception is the Origin edition which is both unpatched and unpatchable"
