EA StaffIt is unlikely to be hardware unless your PC has started having other troubles.
As dddibley mentions, there is an issue we are aware of where you have an excess of tourists or shoppers in your city and they won't leave your city which causes the game to run slowly. This is one of the issues being addressed in Update 6.0.

This issue is still happening when I have a stadium up it gets real laggy 1 frame a second/ frozen
with a new block of land in the same region no issue.
I had more people on the city with no issues and now I have 100,000 less people and it's laggy something to note I had a meteorite shower (3rd one for the city ) but this one left plot of radiation. Could this little pocket of radiation be laggying it as well? Please fix I know game is 10 years old and no financial gain but it's unplayable
