Hi @Draycos2003 - I moved your post to its own thread, since the one you posted in was from a few years ago.
Have you been playing SimCity 2013 successfully in the past, and this is a new error? Or are you getting this error message on your first attempt to play the game (a recent purchase)? Did you purchase SimCity via Origin / EA, or was it a boxed retail version?
To which language do you have Origin set? Please check both the Origin store and your Origin client: https://help.ea.com/en-us/help/origin/origin/how-to-change-your-language-settings-in-origin/
Is SimCity set to the same language?
In order to change the language of the game, you need to uninstall the game, set your Origin language to your preferred language for the game, then reinstall.
The only other issue is that SimCity 2013 has some regional language versions; I believe there is a Polish/Russian version and a Rest of the World version. If you have the Polish/Russian version, you cannot switch to another language regardless of your settings. If this is the case, you'll have to contact EA Help to get it resolved.
