Same deal with the city "Uninspired Hills" in region "Fler Fler Fler" on EU server 3 - city loads and as it zooms in the game freezes - the mouse continues to be movable and the music continues to play, until the three finger salute is given.
Abandoning the city and letting someone else "reclaim" it on their machine with completely different hardware (even different manufacturer for motherboard, CPU, graphics card, memory, etc) and different OS (windows 8 vs windows 7) yields the exact same problem, with the crash at exactly the same point, indicating that this is not a graphics driver issue, etc.
