It can't be an AMD or Nividia driver problem as both cards have the problem (even if more people with AMD have the problem). It is a problem with Simcity im 100% sure.
Try turning everything in setting down to as low as it can go and see if that helps?

Free games? Great, but we want you to fix simcity, the game we initially paid for.
People tell me I am not missing anything not being able to play but I just want it to run and I want all of us to get help.
I also read that Simcity 4 had big problems getting a long with graphic cards when it first launched..
your only missing 10% of your population being considered a workforce, the 'wind attribute' not showing properly as far as i can tell... umm, thats about it.
