Instead of clicking Resume, click PLAY
Then you should go to the region where your city is. Does it show your city correctly? If it does, select it and see if you can get into game from there.
If it doesn't it could be that the city is trying to provide you with an error message that didn't display when clicking resume.
Well, when I hit Play my old city (on a public region) shows up fine and I try joining it, on some occasions it reaches the loading screen- and goes to infinite loop of game tip (with the city name), and on others it doesn't do anything, oh and I have also tried loading a new city and when I try to hit claim city nothing happens,
