simcity unable to reclaim city

I am trying to reclaim a city and it says I do not have the content that was used in the city. I have purchased all the extra content for the SimCity(2013) gane so I cannot see how this is the case. ...

I have the same issue.

I own the Complete edition and all content are included but still it says I don't have some of the content that was used in the city.

Bug
So there seems to be a 'bug' that won't allow me to go tomy other cities or access World Trade. Anyone else having this problem. FYI, uninstalling and reloading doesn't fix it. Solution?
