I'm having the exact same problem all day yesterday and today! WTF! Is there a fix for this?!
If its over Origin (which it is in my case) try reinstalling it. Worked for me.
Hello - This is a long shot but - Are any of you using Mumble, Or Skype, or Ventrilo, TS3 when you are triyng to play?
I have found that many systems that transmit audio cause the simcity audio engine to crash while playing, and to fail to lauch. Try turning them off/uninstalling and see what happens.
