(Solved) Error Unable to Load City at This Time

I have the same problem 3 years later I can't believe these EA guys are so incompetent or they just don't bother about their customer anymore. this solution did not work for me. They don't even respond to your emails with these issues. so shameful. I have read same error posted in 2013.
